Description
This opportunity from the U.S. Mission to Venezuela funds projects that foster people-to-people ties between the United States and Venezuela, specifically through higher education cooperation. Eligibility
Eligible applicants:
- Registered not-for-profit organizations (including think tanks and civil society/non-governmental organizations with programming experience)
- Non-profit or governmental educational institutions
Additional requirements:
- Organizations must have a Unique Entity Identifier (UEI) and active registration on SAM.gov.
- Only one proposal per organization is allowed; submitting more than one will render all proposals from that organization ineligible.
- Individuals are not eligible to apply.
Cost sharing or matching is not required.

Prepare Required Documents:
- SF-424 (Application for Federal Assistance – organizations)
- SF-424A (Budget Information for Non-Construction programs)
- SF-424B (Assurances for Non-Construction programs, if applicable)
- Proposal (max 10 pages) including summary, organizational background, problem statement, goals/objectives, activities, methods, timeline, key personnel, partners, monitoring/evaluation plan, and sustainability plan
- Budget justification narrative
- Attachments: 1-page CVs of key personnel, letters of support from partners, NICRA (if applicable), and official permission letters (if required)

- Ensure your organization is registered on SAM.gov and has a UEI. Registration can take 4–8 weeks; start early.

- Applications are reviewed based on program idea quality, organizational capacity, planning, budget, monitoring/evaluation, and sustainability.
Additional Information
- All programs must include a concrete American component (e.g., U.S. culture, history, shared values, or collaboration with U.S. experts/institutions).
- Ineligible activities: partisan political activity, charitable/development activities, construction, religious activities, fundraising, lobbying, scientific research, institutional development, or duplicating existing programs.
- Award funds cannot be used for alcoholic beverages.
- Safety protocols for harassment and misconduct must be provided if selected for funding.
- Reporting requirements will be specified in the award document.
