Description
The Veterans Legacy Grants Program (VLGP), administered by the Department of Veterans Affairs National Cemetery Administration, funds projects that research and share the stories of Veterans interred in VA national cemeteries and VA grant-funded state and Tribal Veterans’ cemeteries. The program aims to foster public education, especially among K-12 and university students, and to highlight Veterans with significant ties to their local communities. Projects may include the development of educational materials, digital resources, lesson plans, interpretive tours, and community engagement activities.
VLGP seeks to expand the biographical content in the Veterans Legacy Memorial and promote community engagement with Veterans’ histories. Research can be conducted within any academic discipline and may be interdisciplinary.

Eligibility
Eligible applicants include:
- Public and state-controlled institutions of higher education
- Private institutions of higher education
- Independent school districts
- State governments
- Nonprofits with 501(c)(3) status (other than institutions of higher education)
- Other entities deemed appropriate by the Secretary of Veterans Affairs

- Only one application per eligible organization is allowed.
- Applicants must be registered in SAM.gov and Grants.gov.
- No cost sharing or matching is required.
Application Process
- Register Early: Ensure your organization is registered in SAM.gov and Grants.gov.
- Prepare Application: Applications must be submitted via Grants.gov and include:
- SF-424, SF-424A, SF-424B, SF-LLL, Key Contacts, Site Location, Abstract Summary
- Project Narrative (max 5 pages, double-spaced)
- Project Team Expertise and Capacity (max 3 pages)
- Budget Narrative (max 5 pages)
- Indirect Cost Rate Agreement (if applicable)
- Technical Factors: Address five review criteria:
- Educational Materials (lesson plans, K-12 instruction, or teacher professional development)
- Veterans Legacy Memorial (biographical research and uploads)
- Outreach and Community Engagement (including cemetery visits)
- Team expertise and capacity
- Budget and narrative
- Submission: Upload all required documents in PDF format to Grants.gov by the deadline.
- Review: Applications undergo initial eligibility screening, merit review, and risk assessment.
Additional Information
- Project Focus: Must include primary research on Veterans or Service members interred in VA or VA-funded cemeteries, with student involvement and educator guidance.
- Deliverables: May include lesson plans, digital resources, interpretive tours, biographies for the Veterans Legacy Memorial, and community engagement frameworks.
