    Description

This opportunity, from the U.S. Department of State Bureau of Counterterrorism, will fund a comprehensive program to enhance the capacity of countries in the Western Hemisphere—primarily Latin America and the Caribbean—to disrupt and prosecute Foreign Terrorist Organizations (FTOs) and their financial networks. The program focuses on delivering structured legal and financial-disruption training for investigators, prosecutors, and judges, strengthening multi-agency coordination, and supporting legislative and regulatory reforms aligned with U.S. and international counterterrorism standards.

    Key program elements include:

    • Training and technical assistance on terrorism investigations, prosecutions, designations, and sanctions.
    • Support for the development and implementation of terrorist designation and sanctions regimes.
    • Guidance on strengthening financial intelligence and private sector engagement to counter terrorist financing.
    • Coordination with existing U.S. and regional initiatives (e.g., International Law Enforcement Academy).
    • Emphasis on sustainability, multi-agency collaboration, and responsiveness to evolving threats, including Iranian proxy networks.

The program will be implemented as a cooperative agreement, with substantial involvement from the Bureau of Counterterrorism in beneficiary selection, strategic guidance, and ongoing coordination.
