The Winnie Belle Learned Fund Grants to Public Libraries are designed to help Vermont public libraries create programs that actively engage youth and promote literacy, a love of learning, critical analysis skills, and intellectual exploration. The program gives special emphasis to projects celebrating the United States' 250th anniversary (2026), Vermont Statehood's 250th anniversary (2027), or both.
