Description
The Pennsylvania Commission on Crime and Delinquency’s Office of Justice Programs administers the VICTIM Program to help local law enforcement agencies improve clearance rates for homicides and other violent crimes. The program also supports transition to the National Incident Based Reporting System (NIBRS), expanding crime data collection and federal reporting in Pennsylvania.
Track 1 funds records management software, hardware, installation, training, and technical assistance needed to achieve NIBRS compliance. Track 2 supports investigative technology, evidence collection and processing, forensic testing, retention and training of existing personnel, crime analysis, and witness support. Projects target homicide, rape, aggravated assault, and robbery, including cold cases. Intended outcomes include measurable improvements in clearance rates, smaller cold-case backlogs, and reduced violent crime.
