Description
The Pennsylvania Commission on Crime and Delinquency (PCCD), through its Office of Justice Programs, administers the VICTIM Program to improve clearance rates for homicides and other violent crimes. The program also supports expanded use of the National Incident Based Reporting System (NIBRS) for crime data collection and reporting across Pennsylvania.
Track 1 funds the systems, training, and technical assistance needed for local law enforcement agencies to become NIBRS compliant. Track 2 supports already-compliant agencies with investigative technology, evidence collection and forensic testing, retention and training of existing personnel, crime analysis, and witness support. Projects should produce measurable improvements involving homicide, rape, aggravated assault, or robbery, including cold cases. Intended outcomes include improved clearance rates, reduced cold-case backlogs, and reduced violent crime.
