Description
The 2026 Homebuyer Development Open Funding Round is offered by New York State Homes and Community Renewal through its NYS HOME Program. Administered by the Housing Trust Fund Corporation (HTFC), the program uses federal HOME Investment Partnerships Program funds to expand decent, safe, affordable housing across New York State. Supported activities include acquisition, rehabilitation, and construction of affordable housing, with certain related soft costs and administrative and planning costs also eligible.
The round operates within the State’s Consolidated Plan and federal requirements in 24 CFR Part 92. Homebuyer development projects are governed by activity-specific administrative plans, homeownership design standards, construction document requirements, and project and homebuyer underwriting guidelines. Written agreements, grant enforcement mortgages, and restrictive covenants establish the project’s obligations and protect affordability.
