Description
The School Safety and Security Committee within the Pennsylvania Commission on Crime and Delinquency (PCCD) administers this noncompetitive, formula-based program through the State School Safety and Security Grant Fund. It supports eligible Pennsylvania school entities in addressing physical security and behavioral health needs, with priority on ensuring a basic Level 1 standard of safety for students and staff. Updated in June 2026, the Physical Security and Behavioral Health Baseline Criteria organize investments from basic to advanced levels.
Schools may fund security assessments, emergency planning, security technology and personnel, cybersecurity, AEDs and training. Behavioral health activities include counseling, mental health staffing, trauma-informed education, suicide and violence prevention, telemedicine, threat assessment, positive behavior supports, and community partnerships. Entities may direct their allocation to either area or both.
