Description
The Virginia Department of Housing and Community Development (DHCD) uses Affordable and Special Needs Housing (ASNH) as a consolidated, competitive application for state and federal housing funds. It supports new construction, substantial renovation, and adaptive reuse that creates affordable rental or homeownership housing across Virginia. Its goal is to expand decent, safe, sanitary housing for low-income, very-low-income, and extremely-low-income households.
Available sources include the Virginia Housing Trust Fund (VHTF) and HOME Investment Partnerships for eligible rental or homeownership developments. The National Housing Trust Fund (NHTF) supports rental housing for extremely low-income households. Housing Innovations in Energy Efficiency (HIEE) supplements competitive awards for rental projects designed to meet its energy-efficiency requirements.
