Description
The Emergency Management Performance Grant (EMPG) Sub-Grant is administered by the New Mexico Department of Homeland Security & Emergency Management (DHSEM). Federal funding from DHS/FEMA is allocated to states on a population-share basis and distributed to reimburse emergency management program expenses. The program supports the National Preparedness System and core capabilities across Prevention, Protection, Mitigation, Response, and Recovery.
New Mexico’s 2026 funding methodology prioritizes salary and benefits for creating new emergency management programs, followed by maintaining existing programs. Activities should address capability gaps and priorities identified through the Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR). Objectives also include continuity of essential governmental functions and services. National priorities are Extreme Weather Resilience and Readiness.
