Description
The Emergency Management Performance Grant (EMPG) Sub-Grant, administered by the New Mexico Department of Homeland Security & Emergency Management (NMDHSEM), provides federal pass-through funding to support the emergency preparedness and capability-building needs of New Mexico’s local, tribal, and state governments. The program is designed to help jurisdictions implement the National Preparedness System, address capability gaps identified through the Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR), and sustain core capabilities across all mission areas: Prevention, Protection, Mitigation, Response, and Recovery.
Eligible activities include personnel costs (salary and benefits for emergency management staff), planning, equipment, training, and exercises (POETE), with a strong focus on sustaining or creating emergency management programs, updating emergency operations plans, and fulfilling national priorities such as extreme weather resilience and readiness.
