The Balance of State (BoS) Continuum of Care (CoC) Program is operated by the Massachusetts Executive Office of Housing and Livable Communities (EOHLC). It receives and manages federal homelessness funding from the U.S. Department of Housing and Urban Development (HUD) to support families and individuals experiencing homelessness.
The program sits within Massachusetts’s Continuum of Care system. Continuums of Care are federally designated organizations responsible for receiving and managing HUD homelessness resources. Massachusetts has 10 Continuums of Care, and EOHLC operates the Balance of State Continuum of Care. Its role is to administer these federal resources in support of people experiencing homelessness.
