The Bill Greenup Charitable Fund, administered by the Community Foundation, was established to honor H. William "Bill" Greenup’s lifelong commitment to books, reading, and community service—particularly his support for public libraries and Fredericksburg City Public Schools. This fund provides annual grants to library media specialists and library professionals employed by Fredericksburg City Public Schools, supporting projects that encourage a love of reading, create inclusive and welcoming library environments, and foster family and community engagement.

Eligible projects can address a broad spectrum of literacy and learning opportunities, including reading, writing, speaking, listening, and visual learning, with a focus on serving students of diverse backgrounds and abilities.
