Description
The Connecticut Office of Early Childhood (OEC) seeks public and private organizations to operate early intervention programs for infants and toddlers with developmental delays, disabilities, or health-related needs. This procurement covers Comprehensive Early Intervention Programs and Deaf/Hard of Hearing (D/HOH) Support Programs, which assist comprehensive providers serving children with documented hearing loss. The goal is a sustainable statewide network supporting approximately 15,000 children and their families annually.
Services implement IDEA Part C through OEC’s service model, using Natural Learning Environment Practices, the Primary Service Provider approach, and coaching to strengthen caregivers’ capacity to support development through everyday routines. Priorities include timely services, equitable statewide access, culturally and linguistically responsive support, and collaboration with community partners across Child Find, resource navigation, and transitions to Part B or other early childhood services.
