CAA Cleanup or Abatement Projects support teams responding to pollution in California’s surface water and groundwater, funding urgent cleanup when a responsible party cannot respond adequately.

Due Dates: Rolling (Tier 1 emergency projects)
Funding Amounts: Up to $500,000 per routine, non-controversial project may receive delegated approval; larger requests require State Water Board approval

Description
The California State Water Resources Control Board’s Cleanup and Abatement Account funds projects that clean up waste or abate its effects on waters of the state, including surface water and groundwater. It is intended for work that cannot be left to a viable responsible party. The account is supported in part by court judgments and administrative civil liabilities assessed by the State Water Board and Regional Water Quality Control Boards.
This opportunity currently accepts only Tier 1 cleanup and abatement projects: emergencies requiring immediate action to mitigate a significant environmental threat or a threat to public health and safety. The responsible party must either be unidentified or be unwilling or unable to respond adequately. Urgent drinking water needs are addressed through a separate program.
