    Description

The California Governor’s Office of Emergency Services (Cal OES), Homeland Security & Emergency Management Branch, administers this competitive opportunity to expand the reach of early earthquake warning (EEW) alerts in California. The program supports integration into streaming platforms, internet-connected devices, emerging digital platforms, and other non-traditional communication channels, helping warnings reach Californians through everyday technologies.

Funded projects will research, assess, design, develop, test, implement, and demonstrate technically feasible streaming-based EEW solutions. Work may include software and API development, interoperability across streaming players, proof-of-concept testing, pilots with streaming operators, and evaluation of reliability, scalability, performance, accessibility, and effectiveness. Projects may also develop open-source components and technical documentation to support wider deployment.
