The Recreational Trails Program (RTP) Non-Motorized funds pedestrian, bicycle, and equestrian recreational trails in California, including trails that also serve as non-motorized transportation corridors. Eligible work includes acquiring trail property or easements, constructing new trails, expanding or connecting trails, and rehabilitating existing trails. Related trailside and trailhead facilities may be included with trail development.
The California Department of Parks and Recreation’s Office of Grants and Local Services (OGALS) administers non-motorized projects, with federal oversight from the Federal Highway Administration (FHWA) and state involvement from Caltrans. Competitive review considers trail needs, connectivity, accessibility, sustainable design, public use, and management capacity. The program encourages cooperation with qualified youth conservation and service corps.
