Description
The Pennsylvania Department of Environmental Protection (DEP) developed the CAP Implementation Block Grant to accelerate implementation of Countywide Action Plans (CAPs). The program funds county-level work that advances nutrient and sediment reduction goals in Pennsylvania’s Phase 3 Watershed Implementation Plan (WIP). It responds to county partners’ concerns about navigating multiple state and federal application processes by bringing funding together through an annual block grant.
County planning teams use their CAPs to prioritize projects for the following year. The program allows counties to move to the next priority initiative when a higher-ranked project cannot be accomplished during the year. DEP emphasizes specific project planning, progress on prior awards, and continued spending of allocated funds so counties can build on earlier successes.
