Description
The Oregon Department of Transportation’s Innovative Mobility Program (IMP) is a one-time initiative created in 2022 at the direction of the Oregon Transportation Commission. It aims to improve under-resourced communities’ access to public and active transportation, reduce drive-alone trips, and lower greenhouse gas emissions. The broader program is supported by the Bipartisan Infrastructure Law and State of Oregon dollars.
This competitive solicitation funds non-infrastructure capital and equipment purchases for microtransit/flexible shuttle and shared micromobility services, rather than service operations. Projects must demonstrate benefits for under-resourced communities and support climate goals. The program defines under-resourced communities as populations or geographic communities whose access to resources and opportunities has been limited by structural deficiencies, including those related to age, disability, language, income, race/ethnicity, immigration status, or gender.
