Description
The Capital Assistance Program (CAP) provides financial contributions to support the construction, expansion, and upgrading of infrastructure critical to the operations of the Department of National Defence (DND) and the Canadian Armed Forces (CAF), as well as infrastructure that benefits local communities. Projects may include roads, sidewalks, sewers, water treatment plants, airport runway extensions, and community-oriented facilities such as arenas or gymnasiums. CAP aims to reduce DND non-core infrastructure and services, lower long-term operating and maintenance costs, and modernize or construct shared-use facilities. The program operates through a two-step contribution agreement, allowing recipients to receive early-stage funding for design and then subsequent funding for project execution.
