Description
The Oklahoma Department of Commerce administers Capital Improvement Planning (CIP) through the HUD-funded Community Development Block Grant program. Developed with regional Councils of Government (COGs), the program supports cities, towns, and counties in inventorying government-owned assets, placing them on GIS maps, and preparing five-year strategic capital improvement plans.
The program’s GeoCIP® process is intended to help local governments assess asset conditions annually, set improvement priorities, and update capital budgets. Eligible planning work includes studies, analysis, data gathering, plan preparation, and identification of actions to implement plans. The broader CDBG program prioritizes benefits for people with low and moderate incomes.
