Description
The California Public Utilities Commission (CPUC) administers the Broadband Infrastructure Grant Account within the California Advanced Services Fund. It subsidizes construction of last-mile infrastructure, including necessary middle-mile facilities, to expand California’s broadband network. Projects may use wireline, wireless, or both. The program targets areas where no fixed, facility-based provider offers service at speeds of at least 25 Mbps download and 3 Mbps upload.
CPUC prioritizes areas with no connectivity or service at or below 10 Mbps download and 1 Mbps upload, followed by low-income areas. In setting a grant’s funding level, it considers accessibility, infrastructure that can be upgraded, and the project’s contribution to the program goal.
