Key Information: Funding focuses on Benton, Cross, and Pulaski counties, excluding the City of Little Rock.
The Arkansas Development Finance Authority (ADFA) administers HUD’s Community Development Block Grant–Disaster Recovery allocation for recovery from the 2023 severe storms and tornadoes (DR-4698) and the 2024 severe storms, straight-line winds, tornadoes, and flooding (DR-4788). Funds address unmet needs remaining after insurance, FEMA, other federal programs, and private or nonprofit assistance.
The approved action plan prioritizes new affordable rental and owner-occupied housing and infrastructure, including FEMA non-federal cost shares. Recovery investments emphasize resilient construction and low- and moderate-income communities. Although CDBG-DR broadly permits economic revitalization and public services, the approved plan allocates no funding to those categories. ADFA and GrantWorks have also presented an initial Homebuyer’s Assistance Program design, with policies being finalized through an action plan amendment.
