    Description

    The Indiana Office of Community and Rural Affairs (OCRA) administers HUD Community Development Block Grant–Disaster Recovery funding for recovery from the March 31–April 1, 2023 severe storms and tornadoes, under FEMA disaster declaration 4704. Funding addresses remaining unmet needs after other assistance, including federal recovery programs and private insurance, has been exhausted. The designated Most Impacted and Distressed (MID) area is ZIP code 47882, including the City of Sullivan and surrounding Sullivan County areas.

    The program supports homeowner repairs and reconstruction, public infrastructure, business recovery, blight elimination, resilience planning, and hazard mitigation. At least 70% of the allocation must benefit low- and moderate-income people. Construction projects must incorporate mitigation measures, while stand-alone mitigation projects can address future hazards without a tieback to the 2023 disaster.
