The CDBG PY25 Competitive Funding Round supports stronger, more vibrant Rhode Island neighborhoods through affordable housing, economic development, public facilities and infrastructure, and other community improvements. The U.S. Department of Housing and Urban Development (HUD) provides the federal funding, and Rhode Island’s Executive Office of Housing administers the state program for its 33 non-entitlement municipalities.
The program places particular emphasis on affordable housing, economic development, and neighborhood revitalization. Projects must meet HUD national objectives, primarily by benefiting low- and moderate-income residents—households earning at or below 80% of Area Median Income (AMI). Municipalities apply through an annual competitive process, with projects evaluated against federal requirements and state priorities. Municipalities may pass funding through to nonprofit and other entities to carry out eligible activities.
