CERV-2026-DAPHNE-CONVENTION-DIR is Priority 4 of the Daphne call to prevent and combat gender-based violence and violence against children. Managed by the European Commission’s Directorate-General for Justice and Consumers, it builds the capacity of Member State authorities and relevant victim-support actors to implement the Istanbul Convention and the EU Directive on combating violence against women and domestic violence.
The priority focuses on training judges, lawyers, law enforcement officials, court staff, healthcare professionals, social services, and educational staff. Training should help professionals identify, prevent, and respond to violence, treat victims in trauma-, gender-, and child-sensitive ways, and refer victims to specialist services. Practical measures offering sustainable, structural solutions are preferred. Research may support project objectives but cannot be the main focus.
