This action grant is Priority 2 of the 2026 Daphne call under the Citizens, Equality, Rights and Values Programme (CERV), managed by the European Commission’s Directorate-General for Justice and Consumers. It supports national or transnational projects establishing or adapting instruments and services for victims and survivors of gender-based violence, including cyberviolence.
Priorities include one-stop shops and coordinated specialist-support centres, rape crisis and sexual violence referral centres, and tools for immediate protection, early risk assessment, investigation and prosecution. Services should address victims’ multiple needs and provide gender-sensitive support for people facing intersectional discrimination or particular vulnerabilities. Practical measures offering sustainable, systemic improvements are preferred. Research may support project objectives but cannot be the main focus.
