This Daphne topic under the Citizens, Equality, Rights and Values Programme (CERV) is managed by the European Commission’s Directorate-General for Justice and Consumers. It funds national or transnational intermediaries that support grassroots civil society organisations (CSOs) through both regranting and structured capacity-building. The goal is sustainable, structural change in preventing and combating gender-based violence and/or violence against children.
Supported work can address domestic and sexual violence, gender-based cyberviolence, harmful practices, and coordinated, child-centred responses to violence against children. Intermediaries must reach small grassroots CSOs, including those in remote and rural areas, prioritising organisations with limited capacity or access to funding. Practical measures and systemic change are preferred. Research may support project objectives but cannot be the main focus.
