    Description

The U.S. Department of State’s Bureau of Human Resources, Outreach, Fellowships, and Internships Division (HR/OFI) seeks an organization to manage programmatic, financial, and administrative operations for the 2027 Charles B. Rangel International Affairs Graduate Fellowship Program. The program prepares graduate students for long-term careers as Foreign Service Officers through two-year master’s degrees, internships, professional development, and mentoring.

The recipient will coordinate tuition and stipend payments, academic tracking, Congressional and overseas internship logistics, housing, travel, emergency medical evacuation coverage, and clearance support. Priorities include on-time disbursements, maintaining Fellows’ minimum 3.2 GPA, and timely completion of testing and clearance milestones. HR/OFI will remain substantially involved in implementation and retain approval authority over core policy decisions, schedules, curricula, mentors, and placements.
