    Description

The U.S. Department of State’s Bureau of Human Resources, Outreach, Fellowships, and Internships Division (HR/OFI) seeks an experienced organization to manage the operational, logistical, and administrative functions of the 2027 Charles B. Rangel International Affairs Graduate Fellowship selection process. The project supports a rigorous, standardized, merit-based evaluation cycle identifying graduate-bound candidates and alternates committed to Foreign Service careers.

The recipient will screen applications, maintain secure electronic scoring portals, coordinate virtual interviews and writing reviews, facilitate Board of Examiners training, manage panelist honoraria, and prepare selection notifications and datasets. Work is concentrated from January through March 2027. HR/OFI will remain substantially involved, retaining final approval over selection criteria, panelists, questions, schedules, notification lists, and policy decisions.
