This program funds Engineer Specialist and Engineer Assistant positions at conservation districts within the Pennsylvania portion of the Chesapeake Bay Watershed. The purpose is to provide direct technical assistance to agricultural landowners and operators, supporting the planning, design, procurement, installation, and maintenance of agricultural best management practices (BMPs). Engineering staff funded through this program assist with survey work, material testing, implementation of agricultural waste management systems, construction quality assurance, and documentation of practices. The program is administered by the Pennsylvania Department of Environmental Protection (DEP) and is supported by the EPA Chesapeake Bay Implementation Grant.
