Description
The California State Water Resources Control Board’s Division of Financial Assistance administers the Clean Water State Revolving Fund (CWSRF) to finance projects that protect and improve California’s water quality and public health. It is a water-quality infrastructure financing program, not a general research fund. Projects include publicly owned wastewater treatment facilities and sewer systems, water reclamation, stormwater treatment, nonpoint source pollution control, and implementation of plans for nationally designated estuaries.
The program primarily provides low-cost repayable financing. Depending on the project and available funding, grants or principal forgiveness may also support small disadvantaged communities and certain other eligible projects. Its annual Intended Use Plan sets funding priorities and identifies projects that may receive financing.
