Description
The North Carolina Department of Environmental Quality’s Division of Water Infrastructure administers this federal-state revolving fund, established under the 1987 amendments to the Clean Water Act. It primarily offers below-market-interest loans, supplemented by limited principal forgiveness, to support clean water infrastructure. Loan repayments return to the fund for future projects.
Eligible work includes wastewater treatment and collection, reclaimed water, stormwater best management practices, stream restoration, and energy-efficiency improvements at treatment works or collection systems. The program aims to improve water quality while directing financing toward systems with substantial needs and projects with environmental benefits. The State Water Infrastructure Authority determines project eligibility and approves funding priorities.
