Description
The Clean Water State Revolving Fund (CWSRF) is administered by the North Carolina Department of Environmental Quality’s Division of Water Infrastructure. Established through the 1987 amendments to the federal Clean Water Act, it replaced the Construction Grants program with revolving loans: repayments finance subsequent projects. The program supports clean water infrastructure while targeting systems with the greatest needs.
Eligible work includes wastewater treatment and collection, reclaimed water, stormwater best management practices, stream restoration, and energy efficiency at treatment works or collection systems. Priorities include repairing failing infrastructure, consolidating nonviable systems, reducing nonpoint source pollution, serving disadvantaged communities, and improving environmental outcomes and resilience. Assistance is primarily low-interest financing, supplemented by limited principal forgiveness.
