Description
The California State Water Resources Control Board administers the Commingled Plume Account (CPA) as a subaccount of the Underground Storage Tank (UST) Cleanup Fund. It assists responsible parties with coordinated cleanup when groundwater contaminated by separate unauthorized petroleum releases has mixed or encroached so that corrective action on one plume necessarily affects another.
The program reimburses eligible corrective action costs through a joint claim. Its purpose is to help parties coordinate work that might otherwise be delayed or handled separately, reduce cleanup costs, and address groundwater impacts more effectively. UST owners or operators eligible for the Cleanup Fund and other responsible parties may participate in a joint claim if the CPA conditions are met.
