West Virginia’s Community Development Block Grant-CARES/COVID (CDBG-CV) program supports local governments in preventing, preparing for, and responding to COVID-19. It is a supplemental Community Development Block Grant initiative funded by the U.S. Department of Housing and Urban Development (HUD) under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). West Virginia Community Advancement and Development (WVCAD), within the West Virginia Department of Economic Development, presents the program.
Funding supports qualifying public facility projects, public services, and planning activities throughout West Virginia. Activities must address COVID-19 prevention, preparedness, or response and primarily serve low- to moderate-income residents. This pandemic-specific purpose distinguishes CDBG-CV from the state’s regular CDBG program.
