Description
West Virginia’s Community Development Block Grant program is administered through Community Advancement and Development (WVCAD) using U.S. Department of Housing and Urban Development funding. Established under the Housing and Community Development Act of 1974, it supports viable communities through decent housing, suitable living environments, and expanded economic opportunities, principally for low- and moderate-income residents.
The FY2026 program funds water, sewer, and stormwater infrastructure; demolition of blighted or abandoned properties; accessibility improvements to public facilities; and community planning. Priorities include improving living conditions, public health, environmental quality, and economic development. Infrastructure and blighted or abandoned property projects receive top priority. Every project must benefit low- and moderate-income people or, for demolition only, eliminate slum and blight.
