Description
Colorado’s Department of Local Affairs administers the federal Community Development Block Grant program for non-entitlement municipalities and counties. Its Division of Local Government manages the Public Facilities program, supporting sewer and water systems, commercial streetscape improvements, community centers, food banks, shelters, health clinics, and nonprofit infrastructure. Funds support activities that primarily benefit low- and moderate-income people, prevent or eliminate slums or blight, or meet an urgent need as defined by HUD.
The program offers two components covering project preparation and physical improvements. Design, Engineering, and Environmental Clearance (DEEC) grants support design, engineering, planning, feasibility studies, and environmental clearance. Construction grants support acquisition, construction, reconstruction, rehabilitation, or installation of public improvements and facilities.
