The Community Emergency Relief Fund (CERF) helps Kentucky communities restore infrastructure or housing negatively affected by severe weather or natural disasters. Administered through the Kentucky Department for Local Government’s Office of Federal Grants, the fund draws on the Commonwealth’s Community Development Block Grant (CDBG) allocation.
CERF targets existing conditions that pose a serious and immediate threat to community health and welfare following a declared disaster. Assistance is intended for communities unable to finance the needed work themselves and without other funding available to address the problem. Projects are assessed for community need, necessary and reasonable use of CDBG funds, and overall effectiveness.
