Description
The Community Services Block Grant (CSBG) supports services and activities that reduce poverty, revitalize low-income communities, and help families and individuals achieve self-sufficiency. Federal funding comes from the U.S. Department of Health and Human Services’ Office of Community Services. In Indiana, the Indiana Housing and Community Development Authority (IHCDA) administers the program through 22 designated Community Action Agencies (CAAs).
CSBG can support housing, nutrition, utilities, transportation, employment, education, income and asset building, emergency assistance, and community-level initiatives. Agencies focus on needs identified through their community assessments rather than addressing every eligible activity. The program emphasizes coordinated local services, participation by low-income residents, and measurable outcomes. IHCDA distributes funds, monitors agency performance, provides training and technical assistance, and collects annual performance data.
