Description
The Michigan Department of Transportation (MDOT) presents the Congestion Mitigation and Air Quality Improvement Program (CMAQ) to fund transportation projects in areas that do not meet National Ambient Air Quality Standards for ozone, carbon monoxide, or particulate matter. Funding is allocated by population formula within designated nonattainment or maintenance areas, connecting transportation investment with cleaner air under the Clean Air Act.
Eligible transit work includes facilities and vehicles that expand service, bus replacement, and operating and maintenance expenses for new or expanded routes. The program also supports alternative fueling facilities, rideshare administration and marketing, ozone action, and transit fare subsidies. CMAQ is part of a flexible federal highway funding framework that allows some highway funds to be transferred to transit projects and vice versa.
