The Cooperating Technical Partners Program, administered by the Idaho Office of Emergency Management (IOEM), is designed to foster collaboration between FEMA and eligible Idaho entities—including NFIP communities, regional and state agencies, tribes, and universities—with the goal of enhancing flood hazard mapping capabilities.
