Description
The County-State Traffic Engineering Program (C-STEP), administered by the Iowa Department of Transportation, funds locally led improvements addressing traffic operation and safety problems on primary roads outside incorporated cities. Any Iowa county may sponsor a project. The program supports spot improvements confined to a single location and linear improvements where a single spot improvement is inadequate, including rehabilitation and reconstruction.
Projects must be supported by an engineering analysis of the problem area. Counties can use their county engineer or the Iowa Traffic Engineering Assistance Program for this analysis. Funding limits and county contributions depend on the improvement type and, for linear projects, whether the state retains jurisdiction or the county accepts it after completion. Iowa DOT reviews project plans and specifications, and DOT staff approve and select projects.
