Cross-border Cyber Hubs is a Digital Europe Programme action implemented by the European Cybersecurity Competence Centre (ECCC). It primarily supports new hubs pooling cybersecurity threat data across several Member States, building on existing security operations centres, Cyber Hubs, computer security incident response teams (CSIRTs), and information sharing and analysis centres. The goal is stronger collective situational awareness, threat detection, and actionable cyber threat intelligence (CTI).
The action combines joint procurement of secure infrastructure, tools, and services with grants supporting preparation, stakeholder cooperation, and operations. Projects may adopt common automation tools and shared data infrastructure for analysing and exchanging threat information. Activities may also cover submarine cable surveillance and protection, combining sea-based sensor data and satellite imagery in operational synergy with Copernicus.
