The U.S. Embassy Hanoi, through the Department of State’s Bureau of East Asian and Pacific Affairs, seeks an implementing organization to improve quality of life for persons with disabilities in Ca Mau and Quang Ngai. This war-legacy disability program combines medical and rehabilitation services, social services and participation, improved disability policy implementation, and stronger institutional capacity.
Primary beneficiaries are persons with severe physical, mobility, cognitive, or developmental disabilities, regardless of cause. Priorities include severe disabilities in Agent Orange/dioxin-affected areas, disabilities resulting from unexploded ordnance accidents, and children with identified disabilities. Individual needs assessments and comprehensive case management guide services. The program also supports health workers, teachers, caregivers, families, facilities, and disability organizations to build sustainable service systems. Applicants may propose additional provinces and cities for capacity-building and transition activities under Objective 4.
