HUD’s Distressed Cities Technical Assistance (DCTA) Program competitively funds providers to deliver technical assistance to Units of General Local Government serving communities of 50,000 or fewer people facing economic hardship. Through this fiscal years 2026 and 2027 opportunity, awardees will help local officials and staff better meet community needs. Providers must have capacity to deliver assistance across HUD’s jurisdiction or within specific areas defined by the notice of funding opportunity.
The broader DCTA program builds local government capacity and supports efforts by local governments and nonprofit partners to alleviate persistent poverty. Fiscal health, financial performance, and effective financial management are central priorities. Other assistance areas include governance and management, leadership development, data and research, partnerships, community engagement, strategic planning, plan implementation, and program evaluation.
