Description
The Drinking Water State Revolving Fund (DWSRF), administered by the New Hampshire Department of Environmental Services (NHDES), provides low-interest loans for drinking water infrastructure. Created by the 1996 Amendments to the Safe Drinking Water Act and federally funded through EPA, it supports pipe and meter replacement, new wells, treatment and pumphouse upgrades, interconnections, storage tanks, and lead component replacement.
Eligible work also includes project planning and engineering, integral land acquisition, disinfection upgrades, backflow prevention, and innovative environmental, energy-generation, and water-efficiency projects. A portion of the fund supports non-construction measures, including source water protection, operator certification, small-system technical assistance, and capacity development. Water-system asset management studies, software, training, and consultants are eligible expenses. An annual Intended Use Plan (IUP) guides funding and project prioritization.
