Description
The North Carolina Department of Environmental Quality’s Division of Water Infrastructure administers this federally seeded revolving loan program. It finances drinking water infrastructure for eligible public water supply systems through below-market-interest loans and limited principal forgiveness. Eligible work includes source, treatment, storage, and transmission and distribution projects, such as treatment facilities, tanks, and water lines.
The program aims to improve drinking water quality and public health while directing financing toward systems with the greatest needs. The State Water Infrastructure Authority determines project eligibility and priorities. North Carolina also reserves a portion of loan assistance for small systems serving up to 10,000 people.
