Description
The Tennessee Housing Development Agency (THDA) administers the federally funded Emergency Solutions Grants (ESG) Program on behalf of Tennessee. Competitive grants support eligible nonprofits and local governments serving communities outside HUD’s direct ESG entitlement areas. The program aims to shorten homelessness, move individuals and families into permanent housing, and limit returns to homelessness within one year of program exit.
Funding covers street outreach, emergency shelter services and operations, homelessness prevention, rapid re-housing, and participation in local Homeless Management Information Systems (HMIS). THDA favors programs aligned with HUD, state, and local Continuum of Care (CoC) priorities. Projects should demonstrate community need, collaboration, realistic housing outcomes, and housing solutions without unnecessary barriers.
