Description
The Emergency Management Performance Grant (EMPG) Subrecipient Program is administered by Oklahoma Emergency Management (OEM), the State Administrative Agency for FEMA’s EMPG funding. It supports emergency management programs associated with Oklahoma county, municipal, and tribal governments. The FY2025 program emphasizes measurable capabilities that jurisdictions can sustain, with particular priority for projects creating shared capacity across multiple jurisdictions.
Eligible work includes training and exercises, emergency management planning, public warning systems, equipment, technology improvements, and other capability-building projects. Consultants may assist with planning, exercises, needs assessments, and related work. Emergency Management Director salary funding is available as a safety net for jurisdictions with no other means to support the position, rather than as a long-term funding source. New applicants are encouraged, with no minimum population threshold or previous award requirement.
