Description
The Colorado Energy Office (CEO) administers this program to help local governments meet Colorado’s minimum building energy code requirements. Established under House Bill 22-1362, it funds code adoption, implementation, enforcement, and training for local governments and the building industry. The Model Low Energy and Carbon Code became the state minimum energy code on July 1, 2026.
Supported work includes technical consulting, cost and energy-savings analyses, staff time, public outreach, workforce development, code materials, third-party inspections, plan review, and compliance verification. Grants can also support enforcement improvements and pilots or planning for innovative compliance tools. Local governments already meeting minimum requirements may seek enforcement and compliance assistance without adopting further code updates.
