Description
The Environmental Enhancement and Mitigation (EEM) Grant Program funds projects that directly or indirectly mitigate environmental damage caused by constructing a new transportation facility or modifying an existing one. A related facility may be a street, highway, rail line, port, airport, transit station or other qualifying public transportation facility. Eligible work includes urban forestry, acquisition or enhancement of resource lands, and mitigation beyond the transportation lead agency’s scope.
The California Natural Resources Agency develops evaluation criteria and recommends projects to the California Transportation Commission, which makes the awards. The program seeks environmental benefits linked to transportation impacts, rather than funding transportation construction itself. Projects offering multiple benefits—such as improved air or water quality, climate adaptability and biodiversity protection—are more competitive.
