The EU Humanitarian Partnership Certificate is a quality accreditation administered by the European Commission’s Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO). It recognises eligible humanitarian NGOs as EU humanitarian partners and is a prerequisite for applying for action grants under the Humanitarian Aid Programme, rather than a direct project funding award.
The framework supports long-lasting partnerships based on professionalism, diversity, humanitarian principles and agreed standards. Certification examines an organisation’s humanitarian status, administrative and financial management, operational capacity, transparency, accountability, ethical standards and internal controls. Its goal is to help EU-funded humanitarian aid respond to needs rapidly, efficiently and effectively. Certificates cover Humanitarian Implementation Plans (HIPs) launched through the end of 2034 and remain valid until the end of projects funded under that period.
